Service Description: Plan Change 5 to the Canterbury Land & Water Regional Plan has been developed to address implementation issues and other resource management matters identified following the decisions on the Land & Water Regional Plan. Changes to the Land & Water Regional Plan proposed as part of plan Change 5 apply throughout the Canterbury region. In areas where a sub-regional plan has been developed (for example, Selwyn Te Waihora, Hinds Plains, South Canterbury Coastal Streams) any changes to the policies, rules and schedules made by plan change 5 will have effect unless the sub-region has developed its own specific provisions.

Description: The proposed changes seek to deal with the management of the effects of land uses, particularly farming activities, on water quality throughout the Canterbury region and the management of water quality in the Waitaki sub-region, and flows in Whitneys Creek. Proposed Plan Change 5 comprises two parts. Part A consists of provisions which apply throughout the Canterbury region Part B consists of provisions that apply to the Waitaki sub-region only, and is proposed to be inserted as "Section 15B Waitaki Sub-region" into Section 15 of the Canterbury Land and Water Regional Plan.
